How Apostilles Work for San Antonio Documents

Texas documents are apostilled by the Texas Secretary of State in Austin. Vital records need a certified copy first, from Texas Vital Statistics or the county clerk where the record was filed; for most San Antonio births, marriages and deaths that is the Bexar County Clerk. Documents you sign yourself, such as a power of attorney or single status affidavit, are notarized before they are filed. FBI background checks are federal and go to the U.S. Department of State in Washington, D.C.

San Antonio Birth Records: City Clerk or County Clerk?

San Antonio splits its birth and death records between two offices, and picking the wrong one is the most common reason a local order stalls before it ever reaches Austin.

  • Office of the City Clerk, Vital Records. The City of San Antonio is the local registrar for hospital and home births inside city limits. Its counter is at the George Whitfield, Jr. Municipal Archives & Records Center, 719 S. Santa Rosa, San Antonio, TX 78204, phone 210-207-7253, open weekdays 8 a.m. to 4 p.m. The city lists a $23 fee per birth certificate.
  • Bexar County Clerk, Vital Statistics. The county holds a narrower set: births in unincorporated or rural Bexar County before 1967, births at Wilford Hall (the former Lackland hospital) before 1967, and rural home deaths from 1903 to 1967. Its desk is in the Paul Elizondo Tower, 101 W. Nueva, Suite B110, phone 210-335-3009, and mail requests need a notarized application.

Ask the City Clerk for the long form. Its own page says the long form is accepted for all purposes, while the short state abstract is not accepted for immigration or passports. Foreign registries reviewing an apostilled birth record generally expect the full version too.

One more timing point: the Secretary of State will only apostille a certified record that was issued within the past five years, so an old copy from a drawer at home usually has to be reordered. If you were born elsewhere in Texas, Texas Vital Statistics (DSHS) can issue the record instead; enter “Apostille” as your reason for the request.

Bexar County Offices Downtown for Marriage and Court Papers

Most other San Antonio records come from a cluster of county buildings a few blocks apart downtown. The table lists the counters our clients ask about most.

Joint Base San Antonio and Overseas Assignments

Military City USA has a steady flow of service members and families who need personal records authenticated before a move abroad. Joint Base San Antonio combines JBSA-Fort Sam Houston, JBSA-Lackland and JBSA-Randolph, and Air Education and Training Command says JBSA trains more Defense Department students than any other installation. The regional economic development group puts direct JBSA employment above 82,000 people.

Typical requests from JBSA households include:

  • Long-form birth certificates for children born at local hospitals, so they can be registered or enrolled abroad.
  • Marriage records from the Bexar County Clerk for a spouse’s residence or work permit.
  • Powers of attorney signed before a Texas notary, letting a relative handle a sale or lease while you are stationed overseas.
  • Divorce decrees for anyone remarrying in another country.

Keep in mind that papers issued by a federal agency, such as an FBI identity history summary, are not handled in Austin. Those go to the U.S. Department of State, and our FBI apostille service covers that route.

UTSA and Health Science Center Graduates

Diplomas and transcripts from San Antonio schools are a large share of the academic work we see from the city, usually for graduate study, teaching posts or professional registration abroad.

  • UT San Antonio: Official transcripts are handled through the One Stop Enrollment Center, with counters at the Main Campus (JPL 110, One UTSA Circle) and the Downtown Campus (FS 2.400, 501 W. Cesar Chavez Blvd.). One Stop lists 210-458-8000 and a turnaround of roughly three to five business days.
  • Health science programs: UTSA notes that students of the former Health Science Center request transcripts through a separate UTHSCSA site, so medical, dental and nursing graduates should order from there.

An academic record is not a public record, so it normally needs a notarized certification from a school official, or a notarized copy prepared correctly, before the Secretary of State will attach an apostille. We review what you send and tell you before filing if the notarization will be rejected.

Sending San Antonio Documents to Mexico

Mexico belongs to the Hague Apostille Convention, so a Texas record bound for a Mexican civil registry, school or notario needs only the state apostille. No separate consular legalization is required.

The Consulate General of Mexico at 127 Navarro Street (210-227-9145) is a useful contact for questions about Mexican passports, dual nationality or consular registration, but it does not issue Texas apostilles. Many offices in Mexico also ask for a Spanish translation; confirm with the receiving office whether a translator located in Mexico is required, or see our translation services.

Headed somewhere outside the convention, such as the UAE or Canada? Those countries use embassy legalization instead. Our country list shows which route applies.
