Getting a Washington apostille from Spokane: the Cheney counter
The Washington Secretary of State issues apostilles through its Corporations and Charities Division, and it lists two walk-in locations. One of them is in Spokane County: 960 Washington St, Cheney, WA 99004. The Secretary of State describes this Eastern Washington location as providing same-day service only, open Monday to Wednesday and Friday from 9:00 a.m. to 3:00 p.m. and closed Thursdays.
If you do not need the apostille the same day, mail is the lower cost route. Send the apostille request form, the document and payment to the Olympia mailing address. The main walk-in office is at 243 Israel Rd SE in Tumwater.
The state accepts an original or certified copy of a document issued by a Washington government entity, a certified Washington court document, or a personal document notarized by a Washington state notary. A vital record issued in another state has to be apostilled by that state.

Where Spokane County records come from
A translation or apostille starts with the right certified copy. In Spokane, birth and death certificates are issued by Spokane Regional Health District, not the county auditor.
- Spokane Regional Health District. 1101 W. College Ave., Spokane, WA 99201, phone 509.324.1601. Open Monday to Thursday 7:30 a.m. to 4:30 p.m. and Friday 7:30 a.m. to 12:30 p.m.
- What it issues. Washington state birth certificates from 1907 to the present and Spokane County death certificates from 1907 to the present.
- Published fees. $35 by mail, $40 for walk-in orders, and $43 by phone or online through VitalChek, which the district names as its only approved third-party vendor.
- Marriage records. The Spokane County Auditor’s fee schedule lists a marriage license at $162.00 including one certified copy, and certified copies at $3.00 for the first page and $1.00 for each additional page.
Languages Spokane agencies plan for
Census Bureau QuickFacts reports that 8.4% of Spokane residents age 5 and older speak a language other than English at home, and 6.0% of residents are foreign born (2020 to 2024).
Spokane County’s court Language Access Plan, dated December 9, 2025, names the five languages its courts encounter most often: Spanish, Marshallese, Russian, American Sign Language and Arabic. The plan also says the court has translated family law forms and procedures locally into Spanish, Russian, Arabic, Dari, Kinyarwanda and Marshallese. A Washington Military Department listing of languages by county shows Marshallese, Russian and Spanish for Spokane County.
Spanish, Russian and Arabic are among the languages we are asked for most often. Marshallese, Dari and Kinyarwanda are less common requests, so ask us about availability when you send your document.
Spokane County Superior Court and translated documents
Spokane County Superior Court is at 1116 W Broadway Ave, Spokane, WA 99260, and the County Clerk is in Room 300 of the same building. Under Washington General Rule 11, courts use qualified interpreters for people who do not speak English and may provide vital information in other languages.
Interpreting covers speech in the courtroom. It is not the same as a written translation of your exhibits. The county plan says that reading a document aloud through an interpreter will not replace written translations in evidentiary hearings. If you plan to file a foreign-language document, ask the clerk or your attorney what form of translation the court expects before you order.
Translated transcripts for Gonzaga and Eastern Washington University
- Gonzaga University. The international first-year checklist asks for official transcripts in the native language and in English from every high school, college and university attended.
- Eastern Washington University. International transfer applicants need official transcript evaluations for courses taken at non-U.S. colleges, with English translations of course descriptions. EWU points students to the evaluation services listed by NACES and says evaluation is only needed if you plan to transfer credits.
How to order a translation from Spokane
Scan or photograph every page, including stamps and the back of the document, and upload the file through the quote form as a PDF, JPEG, PNG or Word file. Tell us the language pair and who will receive the translation: a school, a court, an immigration case or a foreign authority.
We confirm the price, from $65 per page, and the delivery date. The finished translation comes with a signed certificate of accuracy, sent electronically or by mail to your Spokane address. Notarization of the translator’s statement is available on request. Questions are answered at (971) 514-3743 between 9:00 a.m. and 5:00 p.m.
Requirements are set by the receiving office, so check its rules first. We cannot promise that any particular agency will accept a document.
