Why Olympia cannot apostille your FBI background check
The Washington Secretary of State in Olympia apostilles Washington documents only: birth, death and marriage certificates from the Department of Health, Washington court records, and documents signed by a Washington notary. An FBI background check is issued by a federal agency, so Olympia will return it. The only office that can apostille it is the U.S. Department of State Office of Authentications in Washington, DC.
Two things Washington residents often mix up:
- A Washington State Patrol check is not an FBI check. A WATCH report from the State Patrol covers Washington records only. If a consulate asks for an FBI or national background check, it will not accept the State Patrol report.
- “Washington” on the form means DC, not the state. The federal apostille is issued 2,700 miles away in Washington, DC. We get it there for you.

How it works from Washington State
- Fingerprints. Book an appointment at our Vancouver office (201 NE Park Plaza, Suite 221), or get an ink FD-1164 card from a local police department or fingerprinting vendor anywhere in the state.
- FBI Identity History Summary. Fingerprints are submitted to the FBI electronically. The result arrives as a PDF with the FBI watermark and a division official’s signature.
- Review. We check your name, date of birth and the signature block against your passport before submission.
- Federal apostille. We complete Form DS-4194 and our Herndon, Virginia office hand-carries your request to the Office of Authentications. No DOJ certification step is needed.
- Return. Pick up in Vancouver, or we ship by FedEx to your Washington address or directly overseas.

Can the Washington Secretary of State apostille an FBI background check?
No. The Secretary of State in Olympia only apostilles Washington-issued and Washington-notarized documents. FBI background checks must be apostilled by the U.S. Department of State in Washington, DC.
How long does an expedited FBI apostille take in Washington State?
10 business days from the day we have your FBI result. Standard processing takes 7–8 weeks.
I live in Seattle. Do I need to come to Vancouver?
No. Most Seattle-area clients work with us entirely by email and mail. The apostilled document is shipped back by FedEx.
Will a Washington State Patrol background check work instead?
Only if the foreign authority asked for a state-level check. If the request says FBI, federal or national, a State Patrol WATCH report will be rejected.
