University of Alabama rules on foreign transcripts
The University of Alabama’s undergraduate admissions office states that incoming freshmen graduating from schools outside the U.S. must have their international high school transcripts evaluated by a NACES member agency and translated if not already in English.
The university names four preferred agencies: Educational Credential Evaluators, International Education Evaluations, The Evaluation Company and World Education Services. It asks applicants to request a course-by-course evaluation with a GPA calculation and to have the agency email the official evaluation and supporting documents directly to international admissions.
The School of Law’s international LL.M. program has its own instructions. Transcripts, certificates and diplomas must be certified by the dean or registrar of each institution, translated into English, and come directly from the institution. The school points applicants to the LSAC transcript authentication and evaluation service, for which LSAC charges a fee.

Alabama apostille steps for Tuscaloosa documents
An apostille is attached in Montgomery, not in Tuscaloosa. The Alabama Secretary of State charges $5.00 per document and requires its Authentication Submittal Form with every request. The form takes check, money order, cash or credit card.
Requests go to the Office of the Secretary of State, Authentication Division, 11 South Union Street, Suite 224, Montgomery, AL 36130. You can walk in between 8:00 a.m. and 5:00 p.m. on weekdays. For mailed requests the form asks you to allow five business days for mail time, and it lists the return envelope options.
The document must carry an original signature and an embossed or ink-stamped seal of a currently commissioned Alabama official. For an apostille that means a notary public, a probate judge or the State Registrar. School records must be notarized by an Alabama notary public before the apostille can be affixed.
If the destination country is not part of the Hague Convention, the office issues a certification instead, and a notarized document then needs a county authentication of the notary’s commission from the probate judge’s office. For Tuscaloosa County that office is in Room 121 at 714 Greensboro Avenue.
Any document in a foreign language must be accompanied by a notarized English translation.

Certified copies of Alabama vital records
According to the Alabama Department of Public Health, a vital record search with one certified copy costs $15.00. Extra copies of the same record are $6.00 each when ordered together, and expedited processing is an additional $15.00. Checks and money orders for mail orders are made payable to Center for Health Statistics.
You can apply by mail, in person at any Alabama county health department, or through the state’s online and telephone ordering vendor, which charges additional service fees. The department says mailed requests take about 7 to 10 days.
Birth and death certificates that will receive an apostille must bear the signature of the current Alabama State Registrar.
Languages and document types
We work in 100 languages. The ones requested most are Spanish, Russian, Hindi, Urdu, Chinese, Vietnamese, Arabic and Czech. Typical documents are birth, marriage, divorce and death certificates, diplomas, transcripts, court orders and powers of attorney.
Each translation is delivered with a signed certificate of accuracy. Whether a given university, court or agency accepts it is that institution’s decision, so check its published requirements. You can reach the office at (971) 514-3743 from 9:00 a.m. to 5:00 p.m.
