According to Census Bureau QuickFacts, 43.9 percent of residents age 5 and older speak a language other than English at home, and 33.9 percent were born outside the United States (2020 to 2024 estimates).
Montgomery County Government translates its own materials into Amharic, Chinese (Traditional), French, Korean, Spanish and Vietnamese under its language access policy, Executive Order 046-10. That policy covers county services. It does not produce certified translations of your personal documents.

Ordering from Silver Spring: what to send and what you get back
Start with the quote form. Attach the document as a PDF, JPEG, PNG or Word file; a phone photo works if every stamp and margin is legible. We reply with the price and the date you can expect the translation.
The finished translation mirrors the layout of the original and carries the translator’s signed certificate of accuracy. Electronic delivery suits most online filings. Ask for a mailed paper copy if the office you are dealing with wants a signed original.
We work in 100 languages. Spanish, Russian, Hindi, Urdu, Chinese, Vietnamese, Arabic and Czech are requested most. For any other language, including Amharic, French or Korean, ask us and we will tell you whether it is available. Phone (971) 514-3743, 9:00 a.m. to 5:00 p.m.
Translation rules for immigration and driver licensing
USCIS applies 8 CFR 103.2(b)(3): every foreign-language document must be submitted with a full English translation, certified by the translator as complete and accurate, and with the translator’s certification of competence in both languages.
The Maryland MVA has its own list. A non-English foreign license needs either an international driver’s license or a translation from an MVA-approved translator. Translations of other documents must come from an MVA-approved provider or court translator, the issuing country’s embassy, or a State-contracted translator, and must show the translator’s printed name, telephone number and signature.
The apostille route from Silver Spring
Maryland apostilles come from the Secretary of State in Annapolis, at $5.00 per document. Certified vital records with an official seal go there directly.
Notarized papers take one extra stop. The Clerk of the Circuit Court must certify the notary’s commission, and it has to be the clerk in the county where that notary was commissioned. For a Montgomery County notary this is the License Department at 50 Maryland Avenue, North Tower, Room 1300, Rockville. The fee is $1 per document and no appointment is needed.
From there you can mail the document to the Certification Desk, Office of the Secretary of State, 16 Francis Street, 1st floor, Annapolis, MD 21401, with the checklist, payment and a prepaid return envelope. You can also go in person between 9 a.m. and 1 p.m. on a weekday; the limit is 10 documents per customer per day.
If the item being apostilled is a translation, the translator’s statement must be notarized first. For a Maryland apostille we hire a notary commissioned in Maryland to notarize it, and we can assist with the apostille request itself.
