Rockville is the county seat: the courthouse offices
Rockville is the seat of Montgomery County, and the Circuit Court complex at 50 Maryland Avenue holds several offices that matter when a document has to be translated, notarized or sent abroad.
| Circuit Court for Montgomery County | 50 Maryland Avenue, Rockville, MD 20850. Phone 240-777-9400. |
|---|---|
| License Department | North Tower, First Floor, Room 1300. Certifies the commission of Montgomery County notaries for $1 per document. Opens at 8:30 a.m.; the court recommends arriving before 3:00 p.m. No appointment needed. |
| Circuit Court Law Library | North Tower, Third Floor, Room 3420. Monday to Friday, 8:00 a.m. to 4:00 p.m. Phone 240-777-9120. |
| Federal court | Montgomery County cases go to the Southern Division of the U.S. District Court, 6500 Cherrywood Lane, Greenbelt, MD 20770. |
From a Rockville notary to a Maryland apostille
The Circuit Court publishes the sequence for documents headed to a Hague Convention country, and Rockville residents have the first two steps close at hand.
The Secretary of State accepts walk-ins on weekdays from 9 a.m. to 1 p.m., up to 10 documents per customer per day, and also processes requests by mail. The court advises contacting the embassy, consulate or organization abroad first to learn its exact requirements.
A translation can follow the same path once the translator’s statement is notarized. When a translation needs to be notarized for Maryland, we hire a notary commissioned in Maryland to notarize that statement. The clerk who certifies it is the one in the county where that notary holds a commission, which may not be Montgomery County. We also help with the apostille request.
- Step 1. Have the document notarized by a Montgomery County notary.
- Step 2. Take it to the License Department in Room 1300 for certification of the notary. Fee: $1.
- Step 3. Send or carry it to the Maryland Secretary of State, 16 Francis Street, Annapolis, MD 21401, for the apostille. Fee: $5.00 per document.
- Non-Hague countries. The Secretary of State issues a standard certification instead, and the document then needs authentication by the U.S. Department of State.
- Official records. State and county records such as birth certificates skip the notary and clerk and go directly to the Secretary of State.
Who lives in Rockville
The 2020 Census counted 67,117 people in the City of Rockville. Census Bureau QuickFacts puts the share of residents age 5 and older who speak a language other than English at home at 44.8 percent, and the foreign-born share at 35.6 percent (2020 to 2024 estimates).
School records: MCPS and Montgomery College
Montgomery County Public Schools runs its International Admissions and Enrollment office at the Rocking Horse Road Center, 4910 Macon Road, Suite 147, Rockville, MD 20852 (240-740-4500). Families enrolling a child from a school abroad are asked for proof of age and identity, proof of the parent’s relationship to the student, immunization records and official school records or transcripts.
The same office handles MCPS records going the other way. Transcripts and report cards bound for a school overseas are printed in English, signed by the principal, notarized by MCPS at the office, verified at the Circuit Court for $1 and then apostilled by the Secretary of State for $5. The foreign school may then want those English records translated into its own language.
Montgomery College, whose Rockville Campus is at 51 Mannakee Street, requires international applicants to present high school diplomas and secondary school certificates in the native language together with a certified English translation.
How Rockville customers order
Of the 100 languages we cover, Spanish, Russian, Hindi, Urdu, Chinese, Vietnamese, Arabic and Czech are ordered most often. Ask about any language not named here. Our phone line, (971) 514-3743, is answered from 9:00 a.m. to 5:00 p.m.
- Send the file. Use the quote form and attach a PDF, JPEG, PNG or Word file.
- Tell us the destination. USCIS, a court, a college or a foreign authority may each want something different, such as a notarized translator’s statement.
- Approve the quote. Translation starts at $65 per page.
- Receive it. Most translations arrive in 1 to 2 business days, electronically or by mail.
Requirements set by USCIS and the MVA
Under 8 CFR 103.2(b)(3), a document containing a foreign language that is filed with USCIS must have a full English translation. The translator has to certify that the translation is complete and accurate and that he or she is competent to translate from the foreign language into English.
Maryland’s Motor Vehicle Administration does not accept just any certified translation. For a license that is not in English it asks for an international driver’s license or a translation from a translator on its approved list, and it requires the original document to accompany any translation. If your translation is for the MVA, consult that list first.
