What Lexington's own figures say about language

Lexington’s city government runs an office for international residents called Global Lex, at 1306 Versailles Road, Suite 110. Its published profile of the international population reports 93 primary home languages other than English among Fayette County Public Schools students, and says about 1 in 5 students is an English learner. The ten languages it lists first are Spanish, Swahili, Arabic, Nepali, French, Kinyarwanda, Japanese, Mandarin Chinese, Haitian Creole and Portuguese.

Census Reporter’s profile of Lexington-Fayette, built on 2024 American Community Survey 1-year data, puts the foreign-born share of residents at 13.5 percent, against 5.2 percent for Kentucky as a whole.

Of the languages on the city’s list, Spanish, Arabic and Chinese are among those we are asked for most often. For Swahili, Nepali, Kinyarwanda or anything else, ask us before you order.

Transcripts and the University of Kentucky

The UK International Center’s admission requirements for international freshman and transfer applicants call for official transcripts in English. The page does not say who may prepare a translation or in what format, so confirm that with the International Center or your graduate program before you order. Tell us if the school wants the translation sent in a particular way and we will prepare it to match.

Courts, interpreters and written translations

The Kentucky Court of Justice says people with limited English proficiency have a right to a court-appointed interpreter at no cost, and that you ask for one through the local trial court hearing your case. Its Office of Language Access translates documents only at the request of court entities. If you are filing your own foreign-language exhibit in a Fayette County case, expect to supply the English translation yourself and ask the clerk or your attorney what form the judge wants.

USCIS filings from Lexington

The federal rule is the same wherever you live. Under 8 CFR 103.2(b)(3), any document containing foreign language submitted to USCIS must come with a full English translation that the translator has certified as complete and accurate, along with the translator’s certification of competence to translate from that language into English. Our certificate of accuracy is written to address those points. No translation company can promise how an agency will decide a case.

Getting a Kentucky apostille when you live in Lexington

Apostilles are issued only by the Kentucky Secretary of State in Frankfort. The fee is $5 per document. Walk-in requests at 1025 Capital Center Drive, Suite 201 are completed while you wait, 8 a.m. to 4 p.m. Monday to Friday. Mailed requests go to P.O. Box 718, Frankfort, KY 40602 and are completed within 3 business days, then returned by first class mail.

A paper document signed before a notary needs two things first: notarization by a Kentucky notary public, and certification of that notary’s signature by the county clerk. The Fayette County Clerk says you can mail documents in, use its drop box or come in person, and that it will forward your documents to the Secretary of State if you include a stamped envelope and instructions.

When a translation has to be notarized for Kentucky, we hire a notary commissioned in Kentucky to notarize the translator’s statement. Vital records are different: the certified copy must bear the signature of the current State Registrar, so order it from the Office of Vital Statistics and say it is for an apostille.
