The clerk step at 8 Church Circle

A translation with a notarized translator’s statement cannot go straight to the Secretary of State. The notary’s signature must first be certified by the Clerk of the Circuit Court in the county where the notary was commissioned. If that notary holds an Anne Arundel County commission, the office is the Clerk of the Circuit Court for Anne Arundel County at 8 Church Circle.

The clerk charges $1 per certification and takes requests in person or by mail. Notary certifications are handled Monday through Friday, 8:30 a.m. to 4:00 p.m., with no appointments needed or accepted. Mail requests go to Clerk of the Circuit Court for Anne Arundel County, Attn: Notary Certification, 8 Church Circle, Annapolis, Maryland 21404-0071, with a check or money order. The License Department staff do not notarize documents themselves.

When your translation needs to be notarized for Maryland, we hire a notary commissioned in Maryland to notarize the translator’s statement. Ask us which county the notary is commissioned in so you know which clerk to use. We can also help with the apostille request.

The Circuit Court for Anne Arundel County sits at 8 Church Circle, Annapolis, MD 21401, phone 410-222-1397. The Maryland Judiciary’s interpreter program does not translate case materials or evidence for parties. It recommends hiring a translator accredited by the American Translators Association and having the translator attach a statement that the translation is true and correct.

If you need an interpreter at a hearing, file form CC-DC-041 with the court at least 30 days ahead. The Judiciary states that the Administrative Office of the Courts pays for court interpreters.

Transcripts and diplomas: Naval Academy and AACC

The U.S. Naval Academy Registrar publishes its own apostille path for diplomas and transcripts. The Registrar notarizes the document, the Anne Arundel County clerk at 8 Church Circle verifies the notary, and the Maryland Department of State at 16 Francis Street completes the state step. For countries outside the Hague Convention, the Academy says the document then goes to the U.S. Department of State in Washington.

Anne Arundel Community College requires transcripts from outside the United States to be evaluated by World Education Services, Educational Credential Evaluators or The Evaluation Company. Its policy says documents sent to the agency must be in English or come with a word-for-word English translation.

Immigration filings from Annapolis

USCIS applies the same translation rule everywhere. Under 8 CFR 103.2(b)(3), a foreign language document must come with a full English translation that the translator certifies as complete and accurate, along with the translator’s certification of competence to translate. We include both statements in our certificate. Census Bureau QuickFacts reports that 16.8 percent of Annapolis residents aged 5 and over speak a language other than English at home, and 10.3 percent of residents are foreign born (2020 to 2024).
