Greg Parks, has his main office at 520 King Street, Room 307, Alexandria, VA 22314, open Monday to Friday from 8 a.m. to 4 p.m. The city describes the office as the one that maintains land records, handles probate and fiduciary matters and issues marriage licenses. Federal courthouse and immigration filings

The Alexandria Division of the U.S. District Court for the Eastern District of Virginia sits in the Albert V. Bryan U.S. Courthouse, 401 Courthouse Square, Alexandria, VA 22314. Its clerk’s office is open 8:30 a.m. to 5:00 p.m., Monday to Friday.

Immigration cases are heard elsewhere. The Arlington Immigration Court, at 1901 South Bell Street, Suite 200 in Arlington, is run by the Executive Office for Immigration Review. Its practice manual requires a certified English translation for any foreign-language filing, with a typed and signed certification in which the translator states competence in the language and the accuracy of the translation and gives an address and telephone number.

USCIS applies a similar rule. Under 8 CFR 103.2(b)(3), a foreign-language document must come with a full English translation certified by the translator as complete and accurate, plus a statement that the translator is competent to translate into English. Each agency makes its own decision on what it accepts.

Apostilles for Alexandria documents: the Richmond route

The clerk on King Street and the health department on Mark Center Drive issue the underlying records; neither issues apostilles. For a document going abroad, the next stop is the Office of the Secretary of the Commonwealth, which verifies the Virginia notary, court clerk or deputy state registrar who signed it.

The published terms are $10.00 per document, not per page, with a $5.00 rate for additional documents signed by the same official on the same date for the same country. Mailed requests take 7 to 10 business days and need a cover letter, payment and a prepaid return mailer. USPS mail goes to 1111 East Broad Street, Richmond, VA 23219; FedEx, UPS and DHL go to 400 East Cary Street. In-person appointments are offered Monday to Thursday and are booked online on Fridays at 10 a.m. for the following week.

The office does not translate documents and says translation is not required before submission. It also notes that it does not regulate what the foreign government requires, so ask the receiving authority whether it wants a translation, and of which pages.

Federal documents and countries outside the Hague Convention

The Secretary of the Commonwealth does not process federal documents and directs you to the U.S. Department of State. Its Office of Authentications issues apostille certificates for countries in the 1961 Hague Convention and authentication certificates for countries outside it. Requests are mailed to 44132 Mercure Cir., PO Box 1206, Sterling, VA 20166-1206, and the office says it processes them within five weeks of receipt. The walk-in counter is at 600 19th Street NW, Washington, DC 20006.

The State Department’s guidance adds that if the destination country requires a translation from English, you should get a professional translator and have the translation notarized.

A quarter of Alexandria residents were born abroad

Census Bureau American Community Survey figures for 2024, as published by Census Reporter, put Alexandria’s population at 159,102 and its foreign-born share at 24.4 percent, compared with 13.6 percent for Virginia as a whole.
